Dear Congress IsaksonYour February 5th communications on behalf of Mr. James Chad Vandergriff has been received. Amoung other things, Mr Vandergriff alleges that the FBI has him under surveillance and has tortured him. A check of our records indicates Mr. Vandergriff as made Freedom of Information-Privacy Act requests to our Jacksonville, Atlanta and Las Vegas Field Offices in 2002, to which he received appropriate responses. However, we are unable to locate any record of Mr Vandergriff having contacted our Atlanta Field Office to discuss his current concerns, as was indicated in his January 27th communication to your office.
Based on a review of the information Mr. Vandergriff provided, we were unable to locate any information responsive to his current allegations. Mr Vandergriff may be assured that the FBI is not responsible for the difficulties he indicates he is experiencing or involved in the activities he described.
In order for the FBI to initiate and investigation of any complaint we received, specific facts must be present to indicate that a violation of federal law within our investigative jurisdication has occrred. Although Mr. Vandergriff has made numberous allegations, there are insufficent facts to demonstrate a violation of the federal law within our investigative jurisdication or to support the information of and FBI investigation.
If Mr. Vandergriff believes his home is subject to some form of electronic srveillance, other than telephonic, he should contact and independent electronics expert who would be qualified to examine his home. If and electronic devices is found, he should then notify our Alanta Office as Suite 400 Century Parkway NE, Atlanta, Georgia 30345-3128

Dear Mr. Isakson,
Thank you for your response and inquiry to the FBI regarding the complaints I have made to them and to you regarding their conduct. My previous letter went out to approximately 500 Senators and State Representatives and to OIG, Glenn Fine. From that, I have only received minimal response from Congressmen and none from Mr. Fine. I must say, however, that this comes as no surprise to me that either the FBI couldn't locate any information or they have again concealed it. My assertions are quite serious and my accusations are based on fact.
In reviewing the details of my complaint, I would like to address specific points. First of all, I am stating that the FBI entered my home and installed a keystroke-logging program on my computer. I am sure it was the FBI because if it had anything to do with internet usage, it would probably be their jurisdiction. They have also announced in the press the development of a keystroke-logging program called the "Magic Lantern" that was supposed to be installed through a Trojan horse. This was not the case, however. What I saw on my computer required someone to uninstall and reinstall the dial-up connection software and partition the hard-drive on my computer. This had to be done locally. When the remnants of the program were removed from my computer on February 8, 2000, my computer wasn't even hooked to a phone line. This would constitute illegal search and surreptitious entry on more than one occasion.
The next point I would like to address is the use of radio frequency weapons and psychotronics. I have researched dozens of web sites and thousands of pages of available information, including minutes from Congress and reports through media forwarded to me by the Mind Control Forum, and know America possesses and uses these technologies against her own people. The development of radio frequency weapons and other non-lethal weapons by DOD and law enforcement is frequently in the news. We are only one of many countries using "non-lethal" weapons against our citizens. Psychotronics technology is not new. It's been around for at least thirty years. The website I previously sent you a link to, http://www.heart7.net/mcf, now lists 201 victims, including myself. There were only 134 victims listed when I first found this site almost two years ago. Mr. Isakson, it's only a matter of time before the wide-spread abuses of government are exposed by news agencies.
In regards to following the FBI complaint process and reporting to them my complaints, I went to their office in Atlanta on June 19, 2002. After getting off of the elevator, I entered a small reception area with a bank-teller style window on the left, a small display case, and a door to the right of the teller window on the adjacent wall. Opposite of the teller window is the door to the interview room. I had to sign in at the reception window and wait to be interviewed about my complaints as there was an older man in the room complaining about being laid off or not being utilized anymore. It was between 11:00 am and 2:00 pm. I spent approximately 45-60 minutes being interviewed by an African-American woman who also told me about the complaint process. She told me she was with an independent agency that regulated complaints and not with the FBI. She barely took any notes during the interview, but did take my name and address. She also told me about the Freedom of Information and Privacy Act request process. She was enclosed in a bank-teller style protective enclosure. The whole interview was videotaped by a camera mounted in the upper left corner of the wall facing me. They should have record of me on the sign-in log and on videotape.
And now to address the issue of the FOIPA request handled by their Special Agent in Charge, Mr. Theodore Jackson. I am attaching copies of his response to me. I sent requests to Atlanta, Jacksonville, Las Vegas, and Kansas City. I was told by the Atlanta interviewer they had to be sent to each location, so I sent them to locations I had traveled to since harassment began. I later found a more complete request form that includes requests for electronic communications and searches of multiple locations and files and sent it to the Washington, D.C. office of the FBI. That one was denied based on previous requests.
It is through these experiences and others that I make my accusations of corruption, cover-up, criminal conduct, violations of multiple international laws and treaties, total disregard for the Constitution, Bill of Rights, and human rights. What I have experienced goes against everything this country was founded upon. What we have here is the wholesale destruction of civil rights and a virtual human rights tragedy. Every taxpayer in America is paying for this, but you're signing the checks. You should also be there to help us when the power gets misused.
Mr. Isakson, I cannot show you compelling evidence of everything I tell you. Billions of dollars have been spent developing the technology and concealing it. But I hope you will do some of your own research and not just believe what the FBI is telling you. I believe the victims listing their accounts of psychotronics, because I am one. And I believe, because I never experienced all the strange vibrations and pulses hitting me, the audible voices, or being hit by "acoustic bullets" whenever in public or walking in front of windows in my home, or not being able to sleep soundly for days because I'm kept in REM sleep while my thoughts are manipulated, until I found and removed their software from my computer.
